It is normal for a room owner to continue to receive notifications that a reservation request needs to be processed if the owner has not yet approved the request. However, if the owner continues to receive these requests after accepting/declining the reservation request there's something wrong. Check the $NLookup hidden view and see if the request is in there. If so, deleting it should resolve the issue.
On a related note, in 8.5.2 you have the option to limit the number of notifications that the room owner receives prior to processing the reservation.
